  1. Improve the quality and supply of housing. 

  2. Grow the resources available to renters in need.

To improve the quality and supply of housing, New York must: 

  • Incentivize private property owners to invest in rental housing.

  • Preserve and develop rental housing that meets the needs of New Yorkers. 

  • Reform rent regulations so they do not limit supply.

  • Change the unfair, and potentially unconstitutional, property tax system that forces rental apartment buildings, and ultimately renters, to pay vastly more in taxes than other properties.

  • Modernize zoning in New York City, which has not been updated in 60+ years and continues to be exclusionary and systemically racist. 

  • Work with the government to lower the operating costs for buildings, including insurance rates, water and sewer costs, and unfunded mandates.


To grow the resources available to renters in need, New York must: 

  • Fully fund vouchers with an ultimate goal of establishing a universal voucher system.

  • Streamline the voucher process by eliminating bureaucratic hurdles.

  • Provide legal services for low-income tenants who end up in Housing Court. 

  • Implement a diversion program for low-income tenants who accrue rent arrears, so they can get help without having to go to Housing Court.
